The Ministry of Finance and the Public Service, in collaboration with the Jamaica Confederation of Trade Unions (JCTU), has successfully concluded negotiations regarding the new compensation structure for public service workers with the signing of a Heads of Agreement on Thursday.

The agreement, signed by Minister Dr. Nigel Clarke, marks a significant achievement in the ongoing efforts to enhance public sector compensation. This new Heads of Agreement builds upon the compensation restructuring framework established two years ago, which is set to be fully implemented over the period from 2022/23 to 2024/25. It encompasses updates to conditions of service, including compensation for extra hours worked and other key aspects of public sector employment.

In a statement released on Friday, the Ministry of Finance expressed gratitude for the collaborative efforts that led to this milestone. Dr. Clarke acknowledged the leadership and dedication of JCTU President St. Patrice Ennis, the vice presidents, and board members for their relentless advocacy and solution-oriented approach. He also commended his team, including State Minister Zavia Mayne, Financial Secretary Darlene Morrison, Deputy Financial Secretary Wayne Jones, and Maria Thompson Walters from the ministry’s Transformation Unit, for their hard work and professionalism throughout the negotiation process.

“Despite the challenges and extended discussions, these negotiations were conducted with professionalism and respect. It required significant determination from both sides and a collaborative environment where concerns could be addressed effectively,” Dr. Clarke remarked.

He further emphasized the role of social dialogue in Jamaica’s progress, stating, “This process has highlighted our ability as Jamaicans to continuously advance our country through constructive dialogue, a capability embedded in our systems and structures that will benefit Jamaica for years to come.”

The JCTU also expressed their appreciation to those involved in the negotiations. “We extend our deepest gratitude to Minister Nigel Clarke for his unwavering commitment and leadership throughout this process. His dedication has been crucial in reaching this final agreement. Special thanks are also due to Deputy Financial Secretary Wayne Jones, whose determination and resilience were pivotal in concluding these negotiations successfully,” the JCTU said.

The JCTU acknowledged the hard work and commitment of the Ministry of Finance staff, noting that their efforts were integral in achieving this agreement. “The journey was arduous, but the outcome is in the best interest of both the country and the public sector workforce,” the JCTU added.

This Heads of Agreement represents a significant step forward in enhancing the compensation and working conditions for public service employees, reflecting the ongoing commitment to improving public sector employment standards in Jamaica.
